Driving in Silver Spring, MD: How Does a Car Emissions Test Work?

Vehicles That Require Testing

Most vehicles must be tested every two years, and a test notification reminder will be sent to you before your registration renewal. Your car must pass an emissions test before you can renew your registration. New vehicles and hybrid vehicles are only eligible for testing three years after they’re purchased. There are also several testing exemptions, including:

  • Electric vehicles
  • Diesel vehicles
  • Motorcycles
  • Vehicles built before 1996
  • Military vehicles
  • Farm vehicles

Test Venue

Once you’ve received your test notification reminder, you need to visit a registered emission testing center in Maryland. These testing centers are known as Vehicle Emission Inspection Program (VEIP) centers, and booking an appointment is not required.

The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) administers this program and maintains a list of centers and kiosks on its website.

Requirements for the Test

You’ll need to bring your vehicle and either your vehicle registration card or test notification reminder letter with you to the VEIP center or self-service kiosk. You’ll also need $14 to pay for the inspection. Centers accept cash, check, or card payments. The kiosk only accepts card payments.

How the Test Works

During the test, your car’s computer will be connected to the diagnostic system at the VEIP center or kiosk. The diagnostic system will produce a report on the level of emissions produced by your car. If your car passes the test successfully, you’ll receive a copy of the diagnostic report and a VEIP certificate. The information will also be uploaded to the MDOT MVA system.

If our vehicle doesn’t pass the test, you’ll receive a diagnostic report that explains the reasons for failure. The MDOT MVA allows you 30 days to complete the repairs and then return for a retest.
